Portland State University and Prosper Portland – the City of Portland’s urban economic development agency – are taking a visible step forward in shaping the future of downtown, starting with new investments that seek to bring energy and activity to campus spaces.

A newly updated agreement between the two partners puts immediate focus on placemaking, with up to $300,000 in new funding committed by Prosper to support community-driven projects that activate PSU’s downtown campus and surrounding areas. The placemaking funding is designed to help transform underutilized spaces into welcoming, vibrant destinations through art, programming and design. Projects could include improvements that celebrate local culture, invite public gathering or reflect the needs and aspirations of the community. By investing in these efforts in coming years, PSU and Prosper Portland can create momentum on the ground before larger-scale development in the Performing Arts + Culture Center is complete. This early activation can be a welcome step in building the kind of lively, connected district envisioned for South Downtown.

The placemaking investment is part of a broader partnership framework aimed at advancing a long-term vision for a Performing Arts + Culture Center. That vision includes a major arts and culture destination with performance venues, public spaces, and complementary uses that could help anchor downtown’s continued revitalization.

The agreement assigns joint ownership for a property at SW 4th and Lincoln that is adjacent to the 310 SW Lincoln Street site where the Performing Arts + Culture Center will go, and states that PSU and Prosper Portland will work together to develop the 4th and Lincoln parcel — aligning around joint planning and coordinated development. The agreement also reaffirms Prosper Portland’s pledged $7.6 million in financing for the 310 SW Lincoln property, maintaining a key piece of the long-term funding strategy as the project evolves.

The ultimate shared goal of the partnership is to support a mix of economic activity and cultural uses that strengthen the surrounding neighborhood and create a more vibrant downtown experience.
